Server CALs for Microsoft Standard/Enterprise Server are "file-cabinet" CALs. Unlike many of Microsoft's products that require License Keys or Volume License Keys, CALs can be added to or revoked from Microsoft Servers at any time using the Licensing Utility under Administrative Tools. It's a legal/ethics/honor system issue.
Add Process: Administrative Tools - Licensing - Products View - Double Click your Product (Windows Server) - Purchase History - New - Add Quantity - OK - Accept Licensing Agreement.
